modello-maven-plugin's maven-plugin-annotations dependency was versioned by the parent's mavenPluginToolsVersion. plexus-pom 27 renames managed versions to version.<artifactId>, so that property disappears and the build fails at POM read. 3.15.2 is the value the parent supplies today, so the build works on both 26 and 27 and the parent bump stays a one-line change. The name follows 27's convention; once the parent is bumped this can be deleted and inherited again.
