Found while executing #9122 (re-pointing #5810's Routine-prompt case-law addresses). Filed unassigned, finding only — this is an observation about seat state, not a defect with a named code fix, and ⛔ I changed no state: the closure below was performed by another actor under the shared identity, and reverting it is not mine to do.

Why the silence is the part worth a card

The seat is not idle-by-design. Its own 收尾 clause makes a briefing mandatory whenever there is any observation or action, and only 「三仓零观测零动作」 permits a silent end — implausible for 7 consecutive days across three repos. Meanwhile other seats kept filing into it, and none of the four was answered:

Also note #5810's own rollback recipe: 「delete_trigger + 本单失败注记 + #4604 行清空」. None of the three is evidenced on the anchor — the closing comment carries no session ID, no evidence, and no rollback note, which is what makes the intent unreadable from GitHub alone.

What would resolve it (⛔ none of it is an agent action, hence finding and not pm:queue)

Whoever owns the decision states which reading is authoritative, and the losers get corrected in one pass:

  • seat retired[PM seat] queue steward (3-repo merge queues) — ⬛ retired 2026-08-17 #6016 flips to 🔴/retired by its incumbent seat PM (single-writer rule), the Routine is deleted in the Routines UI, and the pending 提请 above are re-homed (the ledger has no other reader);
  • seat live ⇒ the anchor's state is the thing that is wrong, and the 7-day production gap is a separate, still-unexplained failure worth its own look — a Routine that stops firing silently is invisible to every GitHub-side check.
