`Outdated` diff + comment threads cannot be collapsed

Here tests/Aspire.EndToEnd.Tests/Aspire.EndToEnd.Tests.csproj is outdated but has an unresolved comment thread attached to it. This block cannot be collapsed, even if you hit collapse all.

Resolving would do it, but if I'm not ready to mark the comment as resolved, then it is not helpful.
